Step 1 :Open new

Select Grandient tool.

Grandient setting

Apply Grandient.

Step 2 : Open Image and Selection The Area.

Select Polygonal tool .

Make Selection.

Simple Press Ctrl+C And Paste.

Step 3 :Go To Layer Penal FX Button outer Glow

Following outer Glow Setting.

After Image.

Step 4 :Create new Layer

Make Sure Color.

Step 5 :Filter > render> Clouds

Layer opesity.

Press Ctrl+T And Right Click Adjust

Duplicate Clouds Layer.

Step 6 : Select Dublicate layer Edit >Transform

After Image.

Image Layer top of layer penal.

Open A Water photo.

LAyer Penal Setting.

After Image.

And Create new layer

Select Elliptical tool.

Apply on image.

Stroke Setting.

After Image.

Step 8: Select eraser tool.

And erase it after.

Copys the plasma cycles Layer And Ctrl+T and Adjust it.

Step 9:Marge the all layers.

Step 10 : Go to Image  >Adustments >Levels

Agen go to image >levels

Duplicate the layer.

Step 11: Go to Filter >Distort>Diffuse Glow
